It's 24hrs 2 weeks ago. (I tried to finish it at 11pm sharp, and the next day I can get mission at 11pm sharp only.)

Since I didn't dos steely quest in the previous 2 weeks, so I'm not sure if it changed or not

No, but you can try your luck to defeat boss "Pumpkin King" in Kanto, it's one of the random reward is Pawni. :)
