So I have a few questions regarding trading other players for Pokemon whose native regions I haven't been to yet (i.e Johto and Hoenn since I have not been there yet).

I've attempted to buy/trade Pokemon from both Hoenn and Johto, but the other parties involved in the trade say I'm not able to trade for Pokemon from those regions. Now this confused me because I had at one point traded for a Snorunt, whose native region is Hoenn. I then evolved it to Froslass and gave it to my girlfriend. Now if the previous statement holds true, why was the Snorunt trade allowed and not any others? Was it some sort of fluke or is Snorunt also native to Kanto within the game like Minun or Wurmple?

If you catch it in Hoenn and try to trade with player who hasn't entered Hoenn, then you can't trade it.
