if you already defeat kanto champion, then while you have active membership, talk to npc in vermillion dock.

 

you need to do the quest on each island before you can go to the next island.

I thought its not a membership area,cause on the guide not all the pokemons there are for members.

Yeah, some member-only area has non-member Pokemon, likely so that you still have something to catch if your membership ran out while you are there.
