Isn't your starter's gender supposed to be the same as yours? And it's level 8?

they all can learn surf i'm pretty sure. And also you vs one on the road somewhere and it uses surf lol.

    only if you start with pikachu you can learn surf with it but if you catch other pikachus after you chose it as a starter you can also teach them but you have to wait a week every time you teach one surf

    btw, where do i learn surf for pikachu,,

    since i go to the beach and there is no Victor,

    or learning surf from another NPC?
