Did I do something order? Like order of doing things? I dont see victor anywhere? I have Pikachu as my starter and he is with me when I go to the beach, Victor is not there.. Any tip?

I actually have the same issue of Victor not appearing again after I run the story line. I asked one gm in-game and he said he should respawn after 7days, but I went to check on the beach many times for an entire month and got no sight of Victor. It seems that I am not the only one having missing Victor!
