If I level up an Abra to level 99, then evolve. Can I learn "old" kadabra moves from the move buffet

Technically the pokemon never learned them because he was unable to, but I'm guessing the move tutor is programmed to only look at the species and level of pokemon and then offer what that pokemon species could have learned in previous levels, rather than the specific pokemon. I couldn't find a help section in the forums so I guess this is the closest place.

Yep!

 

U can level Abra to lvl 99. If u evolve it to kadabra u can teach kadabra any move it could have learned until lvl 99 at the move buffet!
