Staryu is a rare pokémon, so don't exasperate. Anyway, note that most of surfing pokemon can be fished out. Fishing only applies only to map exclusive Pokemon and more common ones.

I'm still wondering why the heck everyone wants to get Staryu through the ridiculous* fishing when you can encounter them via surfing.

 

And it's not that rare either. Maybe it's just my luck, but while surfing in Seafoam B4F, Staryu feels more like uncommon instead of rare.

 

 

 

 

 

 

 

*by "ridiculous", I mean "good luck, because you won't even get any battle, let alone a battle against Staryu"
