It's a consumable. You click on it and receive some goodies. I think the main reward from it is the party hats (Which can sell for a lot of money)

Which daily quest?

There's a NPC in Celadon City called Task Master. He wants you to catch specific Pokemon for him in 24 hours. He will rate its IV's and reward you in the same way. The higher IV'd the better.
