Like another user kinda pointed out; there's a hidden switch in one of the yellow boxes. Once you find it you can proceed to the next part of the quest.

Hello FLAME2013, I am sorry about the inconvenience but indeed, you need to remake the quest since it suffered a revamp some time ago. Like NamelessHero27 said, you can use the guide on How to unlock the Teleport System to make a easier walkthrough (p.s. the number of corrupted Pokecenters you need to save was reduced from 5 to 3).
