How come there is no free Pokemon in the top picture

I used a charmander in red, and a bulbasaur in blue and i got a bellsprout both times

Squirtle was my starter and i got Horsea.

The pokemon you get is based on your starter, yes, however, it's the same type as your starter. I chose Balba and I got Bellsprout and I chose Charmander on another account and I got Growlithe... My friend chose Squirtle and got Horsea.. so I guess it's the same type

My starter is charmander and i got horsea

How i get Headbutt he just says that hes messing aroudn witha pidgey and nothing more

Talk to the kid outside the maze. THe grunt stole the Pidgey from him. Then you need to beat the grunt.
