What you posted above is just a 3d gif rip with very low resolution widely distributed around internet. To render the gif you want it would require a internal gif player. However, I believe that a player wouldn't render the same on another devices such as Android. Universal approach would be to adapt gifs into the .png strips. Difference between gifs and models is obvious. As you can see below, you Aggron (non filtered) has very low quality comparing it with mine.
