YOu can buy a protector from other players, or Rhydons in cerulean caves hold it.

It evolves from Rhyhorn starting at level 42 and evolves into Rhyperior when traded holding a Protector.

There is a place called Cerulean Cave in Kanto where Rhydon's are holding the Protector item:

 

I would like to suggest that you check out this thread just for the future -> Ingame ITEMS Location.

 

Good luck finding one or just buy one from other players in the tradechat (price may vary from each server but on yellow it is around 50-100k).

I'm sorry to hear about this inconvenience. As said above, Rhydon evolves into Rhyperior when traded while holding a Protector. There are a few ways you can obtain them, like the dig spots, they can be held by wild Rhydon in Cerulean Cave, or you can even purchase a Protector from other players via the trade chat or the trade sub-forums.
