Cornn berries are obtanaible from wild pokes of route 39, specially Meowths (Frisk + Covet is a perfect combination). Then, you will need a Miltank with maximum happiness. I know about the fact for getting into Dragon's Den B1F, but it seems they have included Lance in the last update, so I didn't know he is there now.
