To answer your question, Darkrai is a reward to a staff member for his contribution to the game. It cannot be obtained by anyone else, at least for now.

At this moment, every player can catch mew , celebi and a legendary dog and jirachi .

Not anyone can get the reward by becoming a staff member.

He/she has to be staff for 6 months in order to obtain.
