I believe Kyogre mount should be reworked as a fast surf mount, like the new jet ski ones. Why? Well, obtaining a PvP mount is already hard enough on its own. Why not make it a little more rewarding to the player? Since you are riding a legendary pokemon, it's only logical that it will travel the sea faster than a Lapras or a Dragonair etc. Keep in mind that I suggest this as player who has never entered the ladder and will probably never manage to do it, so it's something that I personally won't benefit at all.
