the reason is boss still under cool down, check it from boss checker</r>

You might already knew the answer by now, but I'll say it anyway for others like you looking at this thread: You need the Dragon Medallion, not Dragon Membership.<br/>

Getting the Dragon Medallion does require you to have the Dragon Membership first, though.<br/>

To get the medallion, talk to the other old man NPC near the Dragon Membership NPC. You need certain amount of Pokemon registered in your Dex as caught to be able to get it.</r>
