Why i cant get into Dragon's den B1F i have seen 241 pokemons needto caught 240 too?

Not bad, but let's face it, not the strongest pokemon ever made either; however, it's a pleasant hunting-tool as it is able to synchro, false swipe and hold 2 HMs if you need it to xD

 

Also, no, it doesn't matter if you defeated them or not, as long as you faced them in battle

Requirements to get to DDen B1F : 200k$ (club dragon admission) + 240 pokémon caught for the 3rd club reward (the Dragon Medallion, which Dragonite will recognize and challenge you)

Many guides vary on the "evolved" pokes requierment, is it false or true that you need roughly 50-71~evolved pokes? And what is an easy way to climb on that limit?

It's 71 evolved pokemon for mew.

this needs update! 1 you do not need to win against mewtwo, he doesnt respawn either. 2 you do not need to talk to oak, just go to old guy if you have the req's.

Only the pokedex data is needed, so it doesn't matter if you win or lose to Mewtwo :)
