His speedstat is 19 (with paralize 9 i guess) I outspeed pidgey zigzagoon skitty and all stuff I have caught a skitty with 13 speed as proof. The ability boosts his speed by 50% if it is suffering from a status condition, that is why it is outspeeding the other pokemon.
