I defeated the evil guys in Rusturf tunnel, when i talk to the devon corp CEO he only says "I am the boss here, and im rich too". Which means i should already have stevens letter, but when i talk to steven he just says "Im busy come talk to me later". I have tried relogging. I need help

According to this message it seems like you didnt interacted with the old guy inside of the cave after you fought against the Team Magma/Aqua Grunts. Please take a look inside of the cave and talk to the old man if possible.
