Hi i have a diggersby that doesn't have quick attack and when i go to the pre evo relearner in the daycare it says he hasn't been added is there no way to get it

you can learn Diggersby's quick attack through any move relearn tutor but not at daycare. good luck.

As Yellovv has stated, you can get Quick Attack from any of the move relearners; here are their respective locations:

 

Kanto - Cerulean City and Saffron City

Johto - Goldenrod City and Blackthorn City

Hoenn - Slateport City marketplace and Sootopolis City

Sinnoh - Snowpoint City and Hearthome City

 

Their sprites vary, but they will have "Move Releaner" above their head, like this one in Saffron City:
