No, you don't need it, after talking to the Aqua Grunt you need to go back and go on the left side of Vulcan Forest, the Magma grunts are this way :p (You'll see a NPC trainer named Dio and Zero)

Everyone else still can, so you need to give more information like what you did before you can't go, or did the Sailor NPC not showing up on your screen, or what?
