Is Wattson at the Mauville City Pokemon Center? If so, can you provide a screenshot of the dialogue you get when you interact with him? Can you provide a screenshot of the dialogue that the Security Guard gives you when you interact with him? In New Mauville, do you see a Plusle and/or Minun roaming around?
