Good day @W0kun: The Legendary Bird Quest (and Shamouti Island) has the following pre-requisites: Kanto Championship All Kanto non-legendary caught data Seen data for Moltres, Articuno, and Zapdos According to our database, you are missing quite a bit of the Kanto caught data and also the seen data for Articuno and Zapdos. To acquire the seen data for Articuno and Zapdos you need to go battle them in their respective locations. Articuno - Seafoam Island 4F Zapdos - Kanto Power Plant To identify the missing caught data, you can check your Pokedex for entries that are missing a Pokeball icon on the bottom right of the Pokemon's Pokedex entry. When you have gotten these requirements you will be able to speak to Sailor Sam at the Vermilion City Dock and begin the quest. Finally, if you wish to use a guide to assist with your quest, here is one for the Legendary Birds Quest .
