It sounds like you left off during the part of the quest where you need to find the hiding Team Rocket grunts in the Pinkan Island Forest. There are 3 hidden grunts that you need to find and then battle before being able to access the Pinkan Island Cliff. You can find the exact locations of the hidden grunts in this guide.
