De evolving can be permitted if its provider to service provider without the consent of the owner, With that being said De evolving your Pokémon is something I cannot provide otherwise. I can understand this isn't the outcome you'd have hoped for and with that I apologise, it's ultimately up to the player to ensure that when evolving/not evolving that they are cautious with the option they choose.
