And do you really think people will bother buying "low efficiency" bms while a better one is available ? It'll be a total replacement. People will save a bit more to increase their efficiency. The black medalion works correctly. I'm pretty sure of it. I have used a lot of them. Throughout my playtime I farmed a bunch of H.A. Pokemons so I can say that the % is correct. But if you want to give the proof that it's not, we need to do it on a large sample where the percentage-error will be 0.1% to the maxima. If you want to have a really high accuracy on the final statistics. We'll need to do check any encounter throughout ~10.000 encounters without skipping one ! Then we'll have a more accurate statistics that we can use and not just "suggest". This'll be a great idea but it'll take lot of time as well.

25% is not rare at all imo. This game is claimed to be a MMORPG where you have to grind. If you really want the h.a. pokemon, whether you buy it or you lower your standards if you have the OT Pride fiber. I hunted for 3 weeks Gardevoir and not even with h.a. All my hidden ability hunts on tier 8 took me less than this time. It's all due to luck and that's what I don't want to change. Oh and people will ONLY buy this kind of BMS so it wont be an add-on but a replacement

The Black Medalion doesn't fail. You have to understand that it takes effect even on the Pokemons you mechanically skip because you're not interested in them. Having 10 Snivy and only 1 Hidden Ability doesn't mean the BMS is broken. Let's take an example : 1.000 Pokemons Encountered BMS 25% h.a. which means that you've encountered 250 hidden ability Pokemons And in those 250 they were 100 Rattata, 90 Raticate, 30 Chansey, 19 Jynx and 1 Snivy. You just encountered the 9 other Snivy among the 750 others non h.a. Pokemons. Conclusion ? The Black Medalion is working, no doubt about it. The Hidden Ability hunt should remain a bit hard, and farming it at a rate of 25% is way enough for me. Hope you understood my opinion :)

Magikarp seller, boss rewards shiny chances are 1/4096 and even increased if you take the shiny chance (not sure about that one tho, but i'm sure it is higher than 1/8192). Shinies are to be rare, you just said it : "It doesn't change anything but the sprite". There are a lot of players so barely any pokemon has been shiny at least once. Your idea will decrease the value of shinies. I am fond of shinies too, but I disagree on your idea. Hope you got my mind :D -1

So you're gonna catch a random trash tier 9 pokemon without even trying to farm because 1 encounter will be enough to reroll iv & ability ? That will be even worse than adding the "0" IV

Oh ! You forgot that Foul Play's damage will be lowered if you're doing it against a 0 ATK opponent :)
