even if it does: If it is copied from the original games so you cannot catch the shiny ones unless the other 4 are down, wouldn't what happens at 7:32 happen? Extremely rare but it could happen. I personally would like to see horde battles in the game because even if you encounter 5 pokemon you can only catch 1. Also if it does get implemented I'd like to see it disabled and not be able to be used anywhere but grass (No moon, caves, water, and any other place I missed).This way it isn't so overpowered but still has a good use.

Is that why it is still OU in smogon even after swagger was banned? It has so many more uses than swagger. Prankster screens, thunderwave, toxic, spikes are so useful. most of them still not coded .. What I listed is all coded. I'm not gonna say anymore as this is just an opinion on the matter but Klefki is still a great Pokemon whether it has swagger or not.

Confuse ray has never been a tm so it shouldn't be in PRO as one. Also I think the reason they put swagger in as a tutor instead of a tm is because literally every Pokemon except Unown, Wobbuffet, Wynaut, Kricketot, Burmy, Tynamo, and Spewpa can learn it. I feel like it would be a little broken. At least with tutor only the first 3 gens can learn it. Also you can't really make the "always see the same pokes on pvp" excuse here because we'll just see the same Pokemon just with swagger since everyone gets it.

This would never be the reason for a move being unavailable to a Pokemon. The the original poster are you using the TM or are you thinking it learns it by level up? i just go to the victory road f3 swagger man and he says its not avaible (when he should be !!!) also move tutors has no ability of swagger too. Klefki learns swagger through TM not move tutor so that would be the reason that it doesn't get it.
