At one time I had purchased a very high level d'nair with a terrible moveset. Upon heading to the move relearner, it could not learn anything from within D'nites moveset. After evolving it, then visiting the tutor once again, all those moves then became available for it.

As stated above, they are correctly coded within PRO with a smaller chance to catch one with it. Use a pokemon such as abra, natu or it's evolutions to synchronize the ability you would like to find with it - at a 50% chance.

Currently, Fly indeed cannot be used outside of battle.

I usually play off and on throughout the day. I probly' didn't even get to play an hour because I couldn't be asked to deal with the lengthy queue repeatedly - for Blue, even. Restarts or crashes usually deter many and make it easier to relog should you need to. My fingers were crossed. I don't think higher capacity or another server addition is in the works. However, if it is, that definitely also has my verbal and financial support.
