I think this is a bug... at first when i finished hoenn and get the waterfall i can't go up here.... then i asked in help chat in game.. they said i need to finish sinnoh before i can use waterfall... now i already finished sinnoh 8 badges and elite 4 i still can't go up here... but i can go waterfall in other places...
