As mentioned above, each time you enter a new region you will need to beat each required badge in each region to be able to use HM Surf. You should also be able to use other HM such as Cut and Flash immediately upon entering the region. I hope this has resolved your issue.
In Johto, you will need the 4th Badge.
In Hoenn, the 5th Badge.
In Sinnoh, the 5th Badge.

Por desgracia, no podemos devolver los items perdidos en los crash ocurridos ya que nuestras herramientas no pueden recuperar los items usados durante el crash. Le pedimos disculpas por ello.

As @Sandeepkr2amentioned above, you can use a Mysterious Candy to evolve your Tepig. You can purchase a Mysterious Candy for 5000 pokedollars in Celadon Department Store, or you can also purchase it for PvE and PvP Coins. Afterwards, use the Mysterious Candy in the same way you would use a Rare Candy. It will make Tepig evolve.

Could it be that the wild Solosis used Skill Swap on your Tangrowth (which has Regenerator), and then you captured it?
When you capture a pokemon that has the Trace ability or used a move like Skill Swap or Role Play, it will wrongly display the ability it has copied in battle instead of the original ability it had.
In your PC, it will display the correct ability.

This could've been caused by the Heatran Quest, where some of your items will be taken at the beggining of the quest and they will be returned once you speak to the NPC Buck. If you happen to have any other issues, please do not hesitate to ask us!
