we checked route 214 spawn and overall is fine.
Having more pokemon rare in one single spawn doesn't mean they have less chance to appear.

Pancham encounter chance in Bittersweet Cave 4f is totally fine for a Rare pokemon.
Gastly level is not low to incentivate the strategy to avoid commons pokemon, as you can see from the pokedex after a certain level Gastly's family learn a self harming move and we want to avoid this in the future spawns.
