    It's likely an extraction issue. Try reinstalling the game and using WinRAR or 7Zip to extract the files, hopefully this will fix your issues. Also check your graphics drivers; make sure they are all up to date.

    Nope, you don't need to defeat Red to fight Raikou. Red is an optional boss which unlocks a Trainers Valley, so there is no need to beat him.

    When you get to the Mt Silver summit you face Red,the boss. I recommend you get all your Pokemon to level 100 so you can beat him. Good luck!

    Then it is more likely to be your PC causing the issue. Try lowering your resolution and hopefully this will make a difference.

    Click F2 to check what sort of frames per second you are getting, if you are getting low FPS then this could be the problem. Also some maps with fog and lots of props can make people, who use low end PC's, lag a lot. Check your CPU usage in the task manager and close anything that is using too many resources.
