The small lake in Viridian City during morning or day time. I found this out myself and Magikarp is the only Pokemon that will spawn there during those specific times. Poliwag will come out at night so you have to make sure its either during morning or night. If not that, then Route 12 and Vermillion City are the best places to me. Good luck!

You can make two characters per email so you could just register another name and try again from scratch. I don't know how far you've gotten into the game but planning your IV's, EV's, and Nature right from the get go isn't something most beginners do from what I've heard. They only start doing that when they've decided on their future end game team and begin hunting down specific pokemon in certain areas when they've got HM's like Cut, Flash, and Surf. If you still feel the need to refresh, go right ahead and give it another shot. Good luck to you.
