afaik the enconters reset are 48h after the last time you spoke with him, and he spawns in front of the 1st stop. the places i found so far are: 1-cerulean cave entrance 2-bill's house 3-viridian gym 4-viridian forest(little bit on the right of the maze) 5-pewter museum 6-mt moon pokecenter 7-vermilion port 8-inside diglett cave 9-next to kanto's daycare service
