Anyone knows if dragon tail is implemented as a tm?

Hi. I went back to new mauville to face Lt. Surge Boss and found again those npc's blocking the entrance, although i had already done the teleport mission. I interacted with them and it seems it reactivated the all teleport mission and couldn't even battle Lt. Surge as two electric switches keep blocking me the way, although i defeated all aquas/magmas again. Can you guys please fix it? I had done the mission before and now i can't use hoen pokecenter teleport anymore neither complete the mission all over again :( Ps: I made a mistake on forum threat, this situation is in Red Server, not Yellow Server, sorry.

I was experiencing some lag issues while i was moving this lvl 92 gyarados from pc to the party and he somehow got stuck into the screen, like ghosting. It doesn't bother me that much, but it is not very appealing to the eyes. Tried to reconnect a few times but it still persists. Username: Shininha Red Server
