You will have to wait for server reboot, we don't have eta when server reboots.

There are 6 stats a Pokemon can have, those are HP, Attack, Defense, Speed, Special Attack, Special Defense. In 3x25 and 3x31, 3 refers to those 6 stats while 31 and 25 refer to IV's which you can learn more about in Bulbapedia.
