It's an annoying bug, that's for sure. But there is nothing left but assume every politoed, tyranitar and ninetales run weather setting abilities in ranked pvp. Perhaps it will get fixed anytime soon (I hope so) :/

There, fixed it for you :) And short anwer: no, muddy water is not allowed in ranked pvp. Any accuracy lowering/evasion increasing move is banneable
