The NPC is added to Olivine City and Vermilion City. Locking this.

As Prehax showed in the screenshot, "Old Sea Map" goes under "Key Items" so try to look for it there. Also you have to talk to Lapras between 12:00-13:00 Poke time. Let me know if you need further assistance.
