Please check that you fought the NPCs in order, also did you disconnect in any of the battles? Did you actually win against the previous NPC(the one in Saffron City)? Which server are you on and what's your IGN? Are you able to fight the next NPC in queue(the one in New Mauvile)?

Sorry about the inconvenience, this bug has been reported, however there's nothing we can do as content scripters. This will need to be addressed by the developer himself when he has time. Thanks for reporting. Fortunately you can re-battle the boss after a cool down, so you will still be able to get the rewards. Locking this for now, if you need further assistance please let me know.

If I understand correctly, you skipped through the guard in front of the gym and went straight to beat Yellow, then you can't access the Ecruteak Dance Theater because the guard won't disappear when you talk to him. If so, you need to beat Ecruteak Gym first and get fog badge, then got talk to the guard, he will disappear and then you can access that map.

You have to battle with him after you leveled up with ancient power. So just find a wild Pokemon and battle using that Piloswine, it will evolve.
