At the Mahogany Rocket Hideout you have to find two terminals and then fight the Rocket Admin after fighting the rocket admin you must fight some electrode to diffuse the bomb. In order to proceed to go to Trainers Valley you will need to complete the Subway Quest and have caught 120 Kanto Pokemon and have evolved 40 Pokemon in addition to defeating Red at the top of Mt. Silver. Also if you have not explored Hoenn yet, you could train a Ratatta to level 80 and challenge the Youngster Joey boss at the Indigo Plateau in order to start the Hoenn story-line. The Quest Walkthrough sub-forum also has guides for a lot of different quests you can try as well. However, after you clear the Silph Co. quest and beat Sabrina afterwards you are not supposed to be able to go back into Silph co., that is why the Police Officer NPC blocks your way.
