Hello McBriarty This is not a bug, sometimes the RNG is just not really clever, and changes according to the Pokemon you have. It makes an advantages for players, like if you use a Gengar on a Ground Pokemon, the RNG will use Earthquake on it without consideration about Gengar's ability: Levitate.
