I went in to a ranked battle, My opponent had a Politoed as a lead I had Staraptor, I switched to Clefable for the Scald. Now Clefable was in I used Soft-Boiled as he switched to Ferrothorn, my Soft-Boiled did nothing, I used it again but still nothing happened I even used it a third time just to make sure but still Soft-Boiled didn't work.

I agree, it would make players gaming experience a lot nicer being able to block the toxic players

It would be a combination of luck, time, money and friendship (gifts). Plus there is no reward for being 1st on the list except for bragging rights so finding them or buying them doesn't really make a major difference does it, like I said before it's just something for players who don't battle to focus on :)
