Yes you can get the extra points immediately but there's a limit to each level. When you level up you'll get those extra but only up to the level limit, of course level 100 being the max and maximum points reachable from ivs and evs training will be shown. You can change their EVs on lv 100 and watch as their stats change in real time for every 4 evs reset/gained.<br/>

As for the second question: Every Pokemon gives EVs, you can search up a list in bulbapedia, but they ONLY give evs if you pokemon has earned exp, idk if it works this way in PRO. EVs are always the same earned even if a lot of pokemon participate from the battle, of course Macho Brace effects only apply to the pokemon holding it.<br/>

and what do i do with my misdreavus if i want it to get faster? just lvl in diglets cave? that takes years :D<br/>

You can train every pokemon whenever you want, of course they will get the benefits of ev training earlier but you'll only see the real potential when they are lv100.<br/>

I would recommend catching a better Misdreavus, since it's SP atk has low IVs, after that you should train it's speed and sp atk, route 6 with psyducks and golducks are a good spot for sp atk on low lvs, ilex forest's lake is more consistent because there aren't slowpokes to annoy your training there. The speed you can train in digletts cave, digletts can't hit a ghost poke but you'll have to watch out for dugtrios sucker punches.</r>

Don't recall which route number is but that ocean between Olivine and Cianwood has a lot of Tentacool/cruels but they are a little high level (about 35).</r>
