I'm sorry for the inconvenience.

To start the quest you have to interact with Sailor Jacob and reach Eumi Island paying a fee of 5.000 pokedollars.

From there just keep going North until you will reach Eumi Island Theme Park 1 and interact with the Receptionist. Once you've talked with her, you have to talk with Wattson in front of New Mauville and he will tell you about the Captain Phantom.

Now, get back in Lilycove City and the three npc-grunts should not be there anymore and you can continue with the quest.

Is it possible that you have already completed the phantom ship/part 1?

If yes, you just need to interact with Lyzabeth in Eumi Island Theme Park 3 to start the 2nd part of the event and then continue with the quest.

no lo creo personalmente shinohara aora es que iniciaba la búsqueda navideña parte 1 porque estaba es muy enfermo muy pronto en el hospital.

Could i know if you have tried to talk with the Officer Shamac? If not, try to do that and then do again the procedure i given you above:

Ya logre pasar la primera parte de verdad verdad muchas gracias staff shinohara la logre pasar gracias a tu ayuda aora podre ir por mi manaphy dios del mar para mi rain tean ya hice la primera parte
