The unreworked bosses and certain NPC pokemon (thus, trainers, bosses, wild pokemon that you cannot capture) in special battles have pokemon at level 120. This has always been like that and won't be changed. However, some boss and npc can have Pokémon level 120 in order to increase the difficulty of the battle making it harder.
