Nah, you can. Hunt for some more time and you'll eventually find it. Ditto is not quite easy to hunt. You can try to Repel Trick to make things easier.

Ditto is a pretty rare pokemon, being a tier 6, but it is still possible to encounter it in the wild. You just have to be patient and hope for the best. For a reference, here's a tier list according to Reborn

Also keep in mind that if you're using the repel trick at route 8, your level has to be 23-27
