The recuirment for Mesprit dex entry is

Starly with max 255 happiness.

But mine is already lvl 100.. And it's happiness is 201.. How I get more..

 

How Starly can get 255 happiness in its 1st stage?

Happiness can increase after reaching 100 lvl too?

Yes it can. Happiness can still grow at level 100. Each time you fight a wild pokemon (or any pokemon) you'll win 1 happiness if you win. You'll gain 2 per pokemon if you equip soothe bell. Simple defeat around 20+ pokemon while holding a soothe bell and you'll be able to max out its happiness. You can get a soothe bell in celadon office by talking to one of the staff npcs (their names are in blue). I think it's Tiggus who gives it, but I'm unsure.

I think you are a little confused in regards to the happiness value.

The 201 you see there is the HP. Max Happines for all pokes is 255, the numerical value is not showed on the pokemon card but you can check it by typing "/happy (1-6 position of your poke)" on the chat window.
