Your Lickilicky's ability is cloud nine, which is its hidden ability. Lickilicky can only learn wish if its ability is either Oblivious or Own Tempo. This is because there was a special Wish Lickitung that was distributed back in gen 3, and it only had Oblivious or Own Tempo as an ability. Having an h.a lickitung with wish would be illegal.
