Lickilicky cannot learn Wish via that tutor because it could only learn Wish in a past event from the original games.

Your Lickilicky's ability is cloud nine, which is its hidden ability. Lickilicky can only learn wish if its ability is either Oblivious or Own Tempo.

This is because there was a special Wish Lickitung that was distributed back in gen 3, and it only had Oblivious or Own Tempo as an ability. Having an h.a lickitung with wish would be illegal.

According to Bulbapedia, Lickilicky does not learn wish via special move whereas Lickitung does. I could be wrong but I think this is how it's supposed to be.
