It simply means that using specific combinations in PvP is bannable. For example, using Curse and Technician or Swarm Scizor is bannable because to be able to have Curse, it needs to be Light Metal.

I have defeat latias but not latios i cant find him

I am sorry for the inconvenience. Are you sure you checked all the Locations shown in the Latias and Latios Spoiler of the Jirachi Quest? There are Screenshots of all the Locations and where exactly it should be. Could you please check them again and provide me the Screenshots if you don't find it? Cause our Tools say it is there for you.
